Shanghai Airport Authority, Airport Operations Center Construction Sub-consultancy
Introba, serving as the Airport Specialty Sub-Consultant, was engaged by Landrum & Brown, Planning Prime Consultant, to conduct a comprehensive study for a planned Airport Operations Center (AOC) at Shanghai Pudong International Airport (PVG).
The airport, with a current terminal capacity of 80 million annual passengers (MAP), is expanding to include Terminal 3, which will increase capacity to 130 MAP and serve as a hub for China Eastern Airlines.
Project Highlights
-
Current Capacity: 80 million annual passengers (MAP)
-
Terminal Expansion: New Terminal 3, exceeding 10 million sq ft
-
Future Capacity: 130 million annual passengers (MAP)
Key Components
-
1. Departmental Inclusions and Communication Requirements: Identified which departments should be included in the AOC and established basic communication requirements and relationships between different units.
-
2. Recommended Layout: Provided a layout for the AOC, indicating the number of operational positions per unit and their spatial relationships with other departments.
Comprehensive Study
-
Current Operations Analysis: Examined PVG’s current operations and responsibilities of various Operations Centers across the airport.
-
Benchmarking: Studied existing AOCs at other airports, including those in China (Guangzhou Baiyun, Hangzhou Xiaoshan, Beijing Daxing) and large international hubs across Asia, the Middle East, Europe, and the United States.
-
Best Practices and Trends: Considered best practices and future trends to select the optimal AOC scheme for PVG, involving close consultation with senior Shanghai Airport Authority staff.
The final work product documented the AOC's basic layout and design requirements and the concept of operation. The Concept of Operations provided a framework for developing and managing the AOC, ensuring optimal operational efficiency and communication at Shanghai's main international gateway. The new AOC, as part of the Terminal 3 expansion, is intended to optimize airport operational efficiency and communication, enhancing PVG's capability to handle increased passenger traffic and complex airport operations.
Introba leveraged its extensive experience in AOC planning and design, along with expertise in information technology systems, to provide the necessary analysis and consultancy support for Shanghai Airport's modern AOC.
