The Port Authority maintains a police force of approximately 1,330 sworn staff and 100 civilians headquartered in Jersey City, NJ.

Field command posts are located at eleven of the Authority’s facility locations in New York and New Jersey. For crime statistics, the Port Authority is a reporting agency to each of the two states and to each municipality in which it operates. The existing Harris EDACS radio system had reached its life expectancy and was no longer able to meet the Port Authority’s needs, so they requested that Introba conduct a detailed design analysis for a new P25 system that will rectify current problems while satisfying the Authority’s needs for new functionality and enhanced reliability. This project is essential to the security of the nation, as the Port Authority police are the agency responsible for security at three of the largest gateway airports into the USA as well as two seaports. The Port Authority awarded this work to Introba under a General Engineering Contract task order, through which Introba has provided engineering services to the Authority for many years.

The goals of the replacement project included:

  • Enhance the reliability, scalability, and stability of radio communications;

  • Achieve a maximum level of standardization;

  • Improve the potential for interoperability with other public safety agencies.

Introba designed a new P25 radio system, which required additional communication sites, to improve RF coverage and reliability. Adhering to the Port Authority standards, Introba provided detailed CSI specifications for bid procurement and the eventual selection of a vendor that provided a P25 solution. Introba has overseen the vendor throughout all phases of implementation, from preliminary design through final design, factory testing, site acceptance, and finally system acceptance.
